Commitment
Web structures plays an increasingly important role as a means of information in all spheres of today's society, so ensuring universal access to information has become one of the priority axes of web development.
In this way, the Official Portal Public Administration of Cataluña is being developing in order to facility a universal access.The published content in the Portal web must be used in any disability personal case.
This commitment works with the aim of adapting the whole web to the recommendations of the Consortium World Wide Web- W3C, in order to delete any problem which couldn't allow the access to the information.
Law reference
Royal decree 1494/2007, November 12th approving the Regulation on the basic conditions for access of people with disabilities to technologies, products and services related to the information society and social media. Article 5 indicates as a reference the accessibility criteria that will be mandatory for internet pages:

Article. Accessibility criteria applicable to public administration's websites or publicly funded.
The information available on the websites of public administrations should be accessible to the elderly and disabled, with a minimum level of accessibility that meets priorities 1 and 2 of the UNE 139803: 2004 Standard.
Law 56/2007 December 28th. Measures to Promote the Information Society, Includes in article 4 several amendments to Law 34/2002, of July 11, on Services of the Information Society and Electronic Commerce, specifically the following:
Eighteen. The following is reworded to the second paragraph of section one of additional provision five, with the following wording:
As of December 31, 2008, the Internet pages of the Public Administrations will meet, at least, the average level of the generally recognized accessibility criteria for content. Exceptionally, this obligation will not be applicable when a functionality or service does not have a technological solution that allows its accessibility.
Nineteen. Two new paragraphs, which shall become the third and fourth respectively, shall be added to paragraph one of Additional Provision Five with the following text:
The Public Administrations will require that the Internet pages whose design or maintenance are financed in whole or in part as the Internet pages of entities and companies that manage public services apply the aforementioned accessibility criteria. In particular, it will be mandatory what is expressed in this section for the Internet pages and their contents of public educational, training and university centers, as well as private centers that obtain public funding.
The Internet pages of Public Administrations should offer the user information about their level of accessibility and provide a contact system so that they can transmit the difficulties of access to the content or form any complaints, queries or suggestions for improvement.

Keyboard shortcuts
They facilitate access to the different sections in a fast and direct way. There are two types of shortcuts: jump and link. First steps helps to go to the home page to show information zone, without pass by the navigator links. The latter activate links that either can lead to a main option or an important auxiliary content.
Depending on the type of browser used the way to access the hot keys is as follows:
- Internet Explorer: ALT + shortcut (Release keys) + ENTER
- Firefox: ALT + Capital letters + shortcut (in old versions ALT + shortcut)
- Opera: Capital letters + ESC + shortcut
- Chrome: ALT + shortcut
